His revenue of AED 2,000,000 is between the eligible range of AED 1,000,000 to AED 3,000,000 for the tax period ending December 31, 2025. Since this is his first year of operation, there is no previous revenue threshold breach.

Conclusion:
To benefit from Small Business Relief, Mr. X must make an election in his Tax Return for the 2025 tax period.

Case 2: Ineligibility of Non-Resident Persons

Scenario:
ABC Ltd, a company incorporated in the USA, operates an office in Dubai to assist UAE-based clients. In the tax period ending December 31, 2024, ABC Ltd generated AED 2,500,000 in revenue, with AED 1,000,000 attributable to its Dubai office.

Analysis:
